DC Wins Judgment Against Virginia Ticket Scofflaw, Takes More Out-of-State Drivers to Court

The District's attorney general says a dozen Maryland and Virginia drivers owe more than $620,000 in unpaid penalties.

The District of Columbia secured a $77,100 judgment against a Virginia motorist who hadn’t paid speeding citations and sued a dozen drivers from Maryland and Virginia who DC’s Office of the Attorney General, led by Brian Schwalb, says “owe $619,632 in unpaid traffic citations.”

The judgment was won September 17 against Ayanna Khalya Wilson of Cullen, Virginia, who DC sued this spring, saying Wilson had amassed 244 citations from August 2019 through August 2024, mostly for speeding. It filed suits against more drivers in June. The most recent batch of suits goes after people the District says have accumulated almost $620,000 in unpaid penalties, including:

• Derreal Donald Harper of Suitland, who the District contends has accumulated 323 unpaid citations that total more than $102,000 in fines and fees.

• Chanel A. Laguna of Falls Church, who the District contends has 345 citations spread across license plates from three states, and who it says owes more than $95,000 in penalties and fees.

• Precious Diamond Thaxton of District Heights, who DC says has amassed 207 citations and owes almost $67,000.

• Kylie Ann Sullivan of Fredericksburg, Virginia, who DC says has received 197 citations and owes just over $61,000.

LaChele Love Reed of Temple Hills, who the OAG’s office contends has racked up 194 citations and more than $55,000 in fines. 

• Demetrius Edward Swinton of Hyattsville, who the OAG says has only a “non-driver identification card” and alleges has accumulated 129 citations with a price tag of nearly $48,000.

• Arthea Renee Montgomery of Suitland, who a complaint says has 144 citations, more than 90 percent of which are for speeding and dangerous driving infractions in the District. The OAG contends Montgomery owes almost $48,000.

• Revo Devo Little of Greenbelt, who the office says has accumulated 125 citations, most for speeding, and contends owes more than $32,000.

• Ashley L. Jenkins of Bowie, who the OAG contends has 78 unpaid citations totaling nearly $29,000 in penalties and fees.

• Frances W. Rogers of South Hill, Virginia, near the Virginia-North Carolina border, who OAG says received 75 citations, most for speeding, and owes just over $28,000.

• Deja Hamilton of Reston, who the District says has racked up 110 citations with a price tag of almost $28,000.

• Samuel Johnson Shields Jr. of Waldorf, who the office contends has 62 citations and owes just over $25,000.

The suits were made possible by DC’s  Strengthening Traffic Enforcement, Education, and Responsibility, or STEER, Act, which went into effect last year.
